石占前同志向学员们介绍了中德合作硕士培养项目十八年来的发展历程及与国家开放大学合作的背景。他在祝贺同学们顺利通过德国大学面试的同时鼓励学员珍惜难得的留学机会，在参加培训过程中刻苦学习，为赴德深造做好英语及专业知识的储备。

At the opening ceremony, Shi Zhanqian, former general secretary of the Party Committee of the Statistical Education and Training Center of the National Bureau of Statistics, introduced to the students the history of development of the China-German Master Training Program in the past eighteen years and the background of its collaboration with the National Open University. He congratulated the students for successfully passing the German universities’ interviews and encouraged them to cherish the rare opportunity to study oversea, labor diligently during the formation session in the program, and endeavor to be well-formed in English and other professional knowledge necessary for the upcoming study in Germany.

Herr Shi stellte den Studenten die Entwicklungsgeschichte des chinesisch-deutschen kooperativen Master-Ausbildungsprogramms in den letzten 18 Jahren und den Hintergrund der Zusammenarbeit mit der Fernuniversität Chinas vor. Er gratulierte den Studenten zum erfolgreichen Bestehen des deutschen Universitätsinterviews und ermutigte sie, die seltene Gelegenheit zu schätzen, im Ausland zu studieren.

石占前同志对项目部的工作予以充分肯定，对项目部为响应政府号召，解决本科毕业生就业压力，在疫情期间克服困难，采用直播课堂、在线辅导及远程面试等方式保障了项目的正常开展表示赞同。他同时指出，受新冠疫情影响，2020年上半年很多留学及教育培训机构运营困难，甚至已经关闭或濒临破产；部分企业受疫情影响推迟复工及招聘计划，导致一些本科毕业生在升学、就业等方面面临困难。同学们能够通过项目顺利赴德国深造是一次难得的充实提高机会，希望同学们充分把握这个机会，努力学习，深入钻研科学知识，争取早日学成归来，报效祖国。

Mr. Shi Zhanqian fully affirmed the work of the Asia-Europe Education and Culture program. In response to the government's call, the program alleviated the employment pressure of graduating students and overcame a variety of difficulties during the pandemic. He highly admired how the AEEC used livestream classrooms, online tutoring, and remote interviews to ensure the regular operation of the program. He also pointed out that due to the impact of the Covid-19 pandemic, a great number of oversea study agents, education, and institutions were facing the difficulty of operating in the first half of 2020 or even on the verge of collapses; other companies were deeply affected by the epidemic and consequently had to suspend their resumption of work and recruitment plans. They are causing many tremendous education and employment challenges to students and recent graduates. Therefore, the opportunity provided by the program to study in Germany is rare and precious. He encouraged the students to take hold of this opportunity and strive for a timely return from the oversea study and serve their motherland.

Herr Shi würdigte die Arbeit des Projekts. Als Reaktion auf die Forderung der Regierung, den Beschäftigungsdruck der Hochschulabsolventen zu erleichten und Schwierigkeiten während der Corona-Pandemie zu überwinden, benutzten wir Live-Klassenzimmer, Online-Nachhilfe und Ferninterviews, um den reibungslosen Ablauf des Projekts zu garantieren.

自项目第十八期开始，国家开放大学将承担工商管理专业四门专业基础课的教学及教学支持服务工作，根据中德双方协议规定，参加工商管理专业学习的学员将在国内完成《商务统计》等四门学位课程的学习及考试。学位课程的开班仪式也同期举办。

Beginning from the eighteenth year of the program, the Open University of China are undertaking teaching and tutoring services for the four fundamental courses in the major of the Management Business Administration. According to the agreement between the AEEC and Germany university, students participating in the MBA program shall complete the study and exams of the four courses, Business Statistics for an example, in China. The opening ceremony of the degree for the courses is to be held at the same time.

Ab das achtzehnten Projekt wird die Fernuniversität Chinas die Lehr- und Lehrunterstützungsdienste für vier Grundkurse der Betriebswirtschaftslehre übernehmen. Nach der Vereinbarung zwischen China und Deutschland werden die am Betriebswirtschaftsprogram teilnehmenden Studenten die vier Grundkurse wie "Unternehmensstatistik" in China studieren.

国家开放大学副校长杨孝堂同志对参加项目学习的学员表示祝贺，并向同学们介绍了国家开放大学的发展历程及参与中德合作硕士培养项目的情况。他表示，国家开放大学非常重视合作项目的各项工作，学校组织了由国际部、经管教学部、实验学院等部门组成的项目团队，共同参与项目管理及教学支持服务工作。国家开放大学将利用自身优势，聘请国内相关高校的优秀专业教授为学员们授课，同时选拔国开优秀教师担任助教。为同学们赴德后更好地学习专业课程奠定坚实基础。

Yang Xiaotang, vice president of the Open University of China, congratulated the students who participated in the program and introduced the history of development of the Open University of China and its cooperation with the China-German Master Training Program. He stated that the Open University of China treats their cooperation efforts with the program in all seriousness by organizing a special team, consisting of the International Department, the Department of Economics and Management, and the Experimental College, in order to better managing and offering a variety of supportive services. The Open University of China shall utilize its own advantages in order to hire outstanding professors from universities throughout the country and select excellent ones from CDB to serve as teaching assistants so that the students in the program may build a solid foundation for their upcoming graduate study in Germany. 

Professor Yang Xiaotang, Vizepräsident der Fernuniversität Chinas, stellte die Entwicklungsgeschichte der Fernuniversität Chinas und deren Teilnahme am chinesisch-deutschen kooperativen Master-Ausbildungsprogramm vor. Er sagte, dass die Fernuniversität Chinas große Aufmerksamkeit auf der verschiedenen Arbeit des Kooperationsprojekts gelegt habe. Die Universität organisierte ein Team, das aus der internationalen Abteilung, der Abteilung für Wirtschaftsverwaltung usw. besteht, um gemeinsam an Projektmanagement- und Lehrunterstützungsdiensten teilzunehmen. Die Fernuniversität Chinas wird ihre eigenen Vorteile nutzen, herausragende professionelle Lehrer von inländischen Universitäten einzustellen, und gleichzeitig herausragende Lehrer der Fernuniversität als Lehrassistenten auswählen, um die Studenten zu unterrichten. Damit konnte eine solide Grundlage für Studenten geschafft werden.

参会的国家开放大学各部门负责人分别就合作项目管理、教学等相关工作做了介绍。开班仪式结束后，北京亚欧国际教育文化院与国家开放大学就项目的下一步工作进行交流，国家统计局统计教育培训中心原主任田鲁生，中国人民大学教授杜子芳等同志参加了交流会。

The heads of multiple departments of the Open University of China who participated in the conference all respectively presented a brief introduction of their managing and teaching efforts between the university and AEEC.

More than 80 people from the departments of the university attended the opening ceremony, including students who were present in the base and those who were watching online from remote places. After the ceremony, the Beijing Asia-Europe International Education and Culture Institute and the Open University of China exchanged their views about the further step the program is intended to take. Tian Lusheng, former director of the Statistical Education and Training Center of the National Bureau of Statistics. Du Zifang, professor of Renmin University of China, and others attended the meeting.

Die andere Leiter verschiedener Abteilungen der Fernuniversität Chinas, die an der Konferenz teilnahmen, stellten Arbeit wie kooperatives Projektmanagement und Lehrveranstaltungen vor.

Mehr als 80 Personen beteiligten sich an der Eröffnungszeremonie. Nach der Zeremonie tauschten sich das Beijing Asiatisch-Europäischen Instituts für Bildung und Kultur und die Fernuniversität Chinas über den nächsten Schritt des Projekts aus. Der frühere Direktor Tian Lusheng vom Ausbildungszentrum des Chinesischen Statistischen Amt, Professor Du Zifang von der Renmin Universität Chinas und einige andere Leute nahmen an dem Austausch teil.
